Your team

Within the Network Management Directorate, the "Airspace & Capacity" Division is responsible for the overall running and coherency of the operational and technical support activities of the Directorate Network Manager (DNM), according to the strategic guidelines and priorities defined by DNM.

Your role

Your role will be to:

Provide technical expertise, guidance and contributions to the review and improvement of ATM procedures in the ICAO Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS) and Supplementary Procedures (SUPPs), in particular ICAO Annex 2, Annex 11, Doc. 4444 and Doc. 7030.
Provide technical expertise, guidance and contributions to the review and improvement of ATM procedures contained in the EU regulatory framework, in particular Regulation (EU) 923 – Standardised European Rules of the Air (SERA) – and Regulation (EU) 373, Annex 4 – Part Air Traffic Services (ATS), ensuring alignment with regulatory frameworks.
Support the development of guidance and awareness material, including procedures, standards and guidance, through contributions to the work of the ATM Procedures Development Sub-Group, to promote a common and harmonised application of ATM procedures.
Review new operational concepts adopted by the community and identify the need to update existing ATM procedures and develop new ones to support safe and efficient implementation.
Monitor relevant technological developments, methods, best practices and trends, gather and assess operational needs, and share knowledge within the organisation to support continuous improvement and expertise development.
Engage with the other members of the ATM Procedures team in the continuous update and execution of the tasks established by the ATM Procedures Development Sub-Group and approved by the Network Operations Team (NETOPS), consulting and coordinating with relevant internal and external stakeholders.
Produce and/or contribute to reports, including performance reports, working papers, presentations, etc. and technical documents to deliver analyses, findings and recommendations.
Stay updated on latest technological developments/methods/best practices/trends and share them within the internal community to enhance organisational knowledge.
Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

Candidates must fulfil one of the following education and professional experience:
- Completion of third level studies in a relevant domain (e.g. Engineering, Air traffic management etc.), meeting European Qualifications Framework (EQF) level 7 followed by minimum 3 years of relevant professional experience to perform the described responsibilities.

- Completion of third level studies in a relevant domain (e.g. Engineering, Air traffic management etc.), meeting European Qualifications Framework (EQF) level 6 followed by minimum 4 years of relevant professional experience to perform the described responsibilities.
- Professional training of an equivalent level (e.g. Air Traffic Controller (ATCO)) followed by minimum 3 years of relevant professional experience to perform the described responsibilities.
Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
Experience in the provision of Air Traffic Services (ATS).
Understanding of ATS procedures, new operational concepts, technologies, and the organisation of ATS provision, including interdependencies with other national authorities.
Knowledge of the ICAO SARPS, PANS and SUPPS related to ATS provision and of the relevant EU regulations pertaining to technical requirements for the provision of ATS.
Knowledge of technologies and SESAR solutions for the provision of ATS.
Knowledge of ATFCM processes and procedures in respect of integrated ASM/ATFCM processes.
Project management and presentation skills.
Technical drafting skills (English).
Ability to work in a multinational and multicultural environment.
Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach.
The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become basic user of French at level A1 before the end of the probation period.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The selected candidate will be appointed in accordance with the provisions of the Staff regulations governing officials of the EUROCONTROL Agency.
Conditions depending on current type of engagement
Internal staff appointed for a determined period
- Retain their current type of appointment duration.
- Continue under their existing appointment duration, as appointment durations are not cumulative.
- The duration of their appointment will therefore not restart upon selection to the new post, i.e. the remaining duration of their current determined appointment continues to apply.
- Renewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
- Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.
Internal staff appointed for an undetermined period
- Retain their current type of appointment duration.
At the end of the 5 Year period of the post for which they were selected:
- If the assignment is extended, they will continue in the post in accordance with the applicable rules.
- If the assignment is not extended and/or the duties are not confirmed as being of a lasting nature, they will be transferred to another post corresponding to their “previous” type of post, job level, and function group.
The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
