The team Grid Codes & Contracts in the Customers Department acts as a linchpin between Elia, authorities and regulators. It groups, prioritises and analyses all of Elia's ambitions and challenges that have an impact on the regulatory framework. With this in mind, the team is the contact point for a number of internal experts and services and ensures that the various departments have a good understanding of the legal and regulatory frameworks.
The team is also responsible for regulated connection and access contracts; after intensive consultations with regulators and market parties, the team ensures that both types of contracts are in compliance with applicable regulations.
In the context of the energy transition, connections with flexible access are gaining in importance. This is leading to a huge increase in connection requests for renewable energy, energy storage facilities and electrified processes. However, these connections often have to be realised before the necessary grid reinforcements are in place to accommodate the additional injections and offtake. Given this evolution, the relevant regulations need to be modernised and then implemented in functioning rules (for Elia, market parties and suppliers) and contracts.
As Expert Grid Codes & Regulated Contracts – Congestion , you will participate in exchanges between Elia, market parties and, where necessary, Belgian institutions. Besides this, you will closely monitor developments in various cross-disciplinary dossiers while also actively contributing to these dossiers. You will be involved in daily dialogue with the outside world, particularly with regulators and market parties, in order to communicate Elia's views.
Your main responsibilities follow below:
- You are an expert on the congestion problem, including flexible connections;
- You participate in regulatory projects, either by contributing to the development of Elia's ambitions or by supporting and guiding the responsible divisions;
- You are responsible for implementing a changing (European, federal and regional) regulatory framework in terms of congestion;
- You analyse developments in regulations abroad and the operations of foreign system operators and regulators in order to monitor developments in the electricity market;
- You develop an action plan and determine how Elia's ambitions can be integrated into the legal and regulatory framework as efficiently as possible;
- You form a link between the projects that the various Elia departments are working on and guarantee that Elia communicates coherently with the authorities;
