The overall objective (Impact) to which this action contributes is:
To assist the European Commission in facilitating spaces for dialogue (in-person and virtual) and consultations at global and regional level with civil society networks, foundations and associations of local authorities and EU institutions and Member States, mainly through the Policy Forum on Development (PFD), and ad hoc consultations. To support the European Commission in exploring new avenues of cooperation with CSOs, foundations and LAs and guiding the organisations in this regard. To contribute to the drafting of concept notes, regular updates on policy issues related to and raised by civil society, foundations and associations of local authorities and contribute in background papers, and other material relevant for the dialogue.
Role:
The Team Leader will be the main interlocutor for DG INTPA G2 for the management of the contract and responsible for ensuring high quality of the PFD consultations and deliverables led by the Facility.
S/he will have the strategic vision of the assignment and will coordinate and supervise the work of all experts (Key Experts and Non-Key Experts).
S/he will advise on the identification and implementation of activities and contribute actively to their development. S/he will facilitate PFD meetings and ensure follow-up actions.
Qualifications and Skills:
At least a university degree (Master or equivalent) in one of these fields: political science, international relations, international law, social sciences, economics, or another relevant discipline for the assignment. This diploma may be replaced by a Bachelor degree (or equivalent) plus 3 years of work experience in addition to the 7 years requirement under the general professional experience.
Demonstrated experience of at least 5 years in facilitation and moderation of multi-stakeholders’ consultation activities.
Demonstrated experience of at least 3 years in drafting of reports, policy papers, background documents, agenda and concept note.
C1 level of English
C1 level of either French or Spanish
At least B2 level of the other language (French or Spanish, as applicable) will be considered as an asset
General Professional Experience:
At least 7 years of professional experience in EU external policies.
At least 3 years of professional experience in fields related to multistakeholder engagement in policy processes and dialogues with international organisations and/or state actors.
Specific Professional Experience:
At least 2 assignments as a team leader of a team of international experts. These assignments, taken together, must cover a period of minimum 3 years.
Professional experience in managing projects related to consultations with civil society or local authorities or foundations will be considered as an asset.
Professional experience in designing and conducting studies and analysis in fields related to this project will be considered as an asset.
Field experience in any EU partner countries will be considered as an asset.
