Mission Overview:
Keystone Solutions is seeking an experienced Enterprise ICT Architect for a consultancy mission at a client site. The consultant will guide the client in designing a future-oriented organizational model and ensure that the organizational transformation aligns coherently with the enterprise and ICT architecture. This role involves:

Completing, updating, and validating the existing organizational analysis, including organizational, governance, information, and ICT dependencies.

Mapping overlapping assignments, authorities, responsibilities, and bottlenecks impacting processes, data, applications, digital services, and ICT governance.

Developing and comparing scenarios for the future organizational model, with impact analysis on business capabilities, end-to-end processes, information flows, applications, and ongoing ICT initiatives.

Facilitating strategic workshops with the Executive Committee and involved directorates to ensure consensus-based decision-making.

Creating a target organizational model, organizational structure, and organogram, including clear responsibilities, authorities, decision rights, and governance principles.

Aligning the target organization with the enterprise architecture, architectural principles, ICT governance, and the digital transformation roadmap of the client.

Translating the chosen target structure into an implementation program with workstreams, dependencies, architectural conditions, risks, and decision points.

Identifying and describing necessary organizational and ICT projects using the applicable client templates.

Establishing and maintaining an integrated implementation roadmap and program plan for change management, communication, risk management, and planning.

Advising on stakeholder engagement, change approach, and the embedding of the new governance and architecture.
Phases and Deliverables:

Phase 1 - Finalizing and Validating the Analysis: Validated organizational analysis with an inventory of organizational, regulatory, process, information, and ICT bottlenecks. Overview of the current organization's impact on governance, digital capabilities, application support, and ongoing ICT initiatives.

Phase 2 - Developing and Aligning Organizational Choices: Well-founded scenarios and proposal for the organizational model. Target organizational structure and new organogram. Enterprise architecture impact analysis and documentation of the choices made.

Phase 3 - Preparing for Implementation: Integrated organizational and ICT transformation roadmap. Program plan with workstreams, dependencies, risks, change management, and planning. Description of necessary implementation projects in the client templates.
Collaboration and Reporting:
The consultant will collaborate with various departments and report directly to the General Administrator, with operational guidance from the head of Pension Navigate. Formal validation moments will be organized during each phase, with final validation and prioritization under the authority of the Executive Committee. The place of employment is Brussels, with the possibility of part-time teleworking.
Technical and Generic Competencies:

At least 10 years of demonstrable professional experience as an enterprise architect, business architect, ICT transformation architect, or in a comparable architectural role.

Proven experience with at least three organization-wide transformation or restructuring programs in organizations with a minimum of 1,000 employees, including at least one in an organization of approximately 2,000 employees or more.

Experience with enterprise architecture, business architecture, target operating models, capability mapping, governance, and translating into ICT roadmaps.

Experience conducting impact analyses across processes, information, applications, technology, and governance.

Extensive experience guiding executive management teams on strategic organizational and ICT issues.

Proven expertise in stakeholder management, consensus building, workshop facilitation, and change management within complex organizations.

Sufficient technical background to engage constructively and substantively with enterprise, business, data, application, security, and infrastructure architects.

Strong analytical and conceptual skills, autonomy, integrity, results-oriented, and a pragmatic implementation-focused approach.

Pluses: experience in the public sector, knowledge of pensions and Belgian social security, and certification in enterprise architecture, change management, or project management.
Selection Criteria:
Criteria used for screening CVs and during interviews. For the 'Expert' level, a minimum of 10 years of experience in the key competencies is required. In addition to the CV, a short slide deck is requested with: (1) a high-level vision on the coherence between the target organizational model and enterprise/ICT architecture; (2) a proposed approach for the three phases; (3) an example of an integrated organizational and ICT transformation roadmap; and (4) the governance and validation moments proposed by the candidate.
