Mission Overview:
Join Keystone Solutions as a Functional Analyst consultant to support our client?s Real-Time Operations team on a consultancy mission. You will help shape the incident management capabilities behind real-time traffic management software used daily in operations. As a Keystone Solutions consultant, you will collaborate closely with the client to strengthen communication, centralise incident information, and streamline workflow management so that operations run more smoothly and service outcomes improve.
Consultancy at Keystone Solutions:
This role is delivered under Keystone Solutions? consultancy model. You will operate on site at the client as a Keystone Solutions consultant, integrating with mixed teams of business analysts, architects, developers, testers, and operational stakeholders. You will bring Keystone Solutions? standards of rigor, collaboration, and transparency to every engagement while we support you with coaching, peer reviews, and delivery governance.
Role Purpose (Client Assignment):
This is a functional analysis role, distinct from business analysis. Business analysts in the team own the relationship with operational stakeholders and produce the business and user requirements. The Functional Analyst takes those requirements and turns them into something a development team can build and a tester can verify, including everything the business requirements do not say: system behaviour, interfaces, data, edge cases, and failure paths.
Key Responsibilities:
- Context: Contribute to a new Incident Management Programme designed to improve how incidents are handled in real time by strengthening communication, centralising incident information, and streamlining workflow management to improve service outcomes.
- Challenging what arrives: Review incoming business and user requirements for completeness, consistency and feasibility. Identify ambiguity, contradiction and unstated assumptions early, and go back to the business analysts with precise questions.
- Specifying the solution: Translate requirements into detailed functional specifications?features, user stories, acceptance criteria, business rules, system behaviour, and error handling.
- System interoperability: Specify how systems communicate, including what the interfaces exchange, what happens when something fails, and what ?fast enough? means in a real-time context.
- Working with the development team: Work alongside architects, developers and testers to keep specifications clear, feasible and consistent with system capabilities. Answer questions during implementation and adjust specifications when necessary.
- Staying with it: Keep documentation alive as the project evolves, take part in defect review and UAT campaigns, and remain the reference point when questions come up. When a defect is unclear, inspect the data directly rather than waiting in a queue.
- All responsibilities above will be performed as a Keystone Solutions consultant working closely with the client under our consultancy framework.
Conformity Criteria (Must-Haves):
- Minimum 3 years of professional experience in functional analysis within the last 8 years, including production of functional specifications such as features, user stories, acceptance criteria, business rules and system behaviour.
- Demonstrable professional experience specifying or analysing system-to-system integrations: REST or SOAP APIs, or message- or event-based interfaces, including payload structure (JSON/XML) and error handling.
- Demonstrable ability to write SQL queries independently (SELECT, JOIN, aggregation, filtering) to investigate data, validate business rules or qualify defects.
- English at C1 level or above, written and spoken, and Dutch or French at B2 or above, spoken. Specifications and project documentation are produced in English. French or Dutch is required for workshops, defect reviews, and day-to-day interaction with business analysts, developers and operational stakeholders.
- On-site with a minimum of two days per week on site and additional presence on request for workshops, incidents or release activities.

- Depth of functional specification experience
- Types of deliverables produced (functional specifications, user stories, acceptance criteria, business rules, error and exception handling)
- Notations and methods applied (BPMN, UML, use cases, or equivalent)
- Scale and complexity of the systems specified
- Documented use of Atlassian JIRA and Confluence, or functionally equivalent tooling, to author and maintain specifications

- API contract design and review (OpenAPI/Swagger or equivalent)
- Specification of non-functional constraints such as latency, throughput and availability
- Data and database experience
- Conceptual and logical data modelling
- Entity-relationship analysis, functional data dictionaries
- Level of SQL work documented
- Delivery-model fit
- Assignments performed in a delivery model where functional analysis was separate from business analysis
- Documented collaboration with architects, developers and testers
- Documented participation in defect triage, test preparation and UAT campaigns
Consultancy Nature of Work:
- Operate as a Keystone Solutions consultant embedded within the client?s Real-Time Operations and programme teams.
- Engage on site a minimum of two days per week, with additional presence for workshops, incidents or release activities as requested by the client.
- Deliver specifications and collaboration artifacts using the client?s tooling (e.g., JIRA/Confluence or equivalent) while adhering to Keystone Solutions? quality standards.
