Job Description
The Senior Technical Analyst is responsible for:
Understanding and discussing the Business Analysis, and—with the assistance of the Architect, Lead Developer, and Service Manager—coordinating the acceptance process for said analysis.
2. He/she translates business analyses into functional and (most importantly) technical analyses intended for the development and testing teams. To this end, he/she pays particular attention to the SPF’s digitalization principles, user experience, coordination with testers and developers, and the definition of achievable milestones. He/she presents and defends his/her analysis during the Agile refinement ceremony.
3. He/she must ensure that the client maintains a realistic view of the deliverables; that the developer possesses a complete understanding of the requirements to be implemented and the technical specifications for their execution; and that the tester clearly identifies the elements requiring validation, based on both business and technical acceptance criteria. In practice, he/she generates a set of "sprint-ready" tickets or cards—meaning they are acceptable to the developers and deliverable within a single sprint (typically three weeks).
4. In the event of production issues or problems arising during User Acceptance Testing, the analyst assists in defining the problem and identifying the necessary corrective actions.
Working Method:
The analyst is responsible for qualifying test datasets and contributing to the diagnosis of application-related issues. The analyses produced must be aligned with interface specifications and the architectural strategy of our Federal Public Service (SPF). Depending on requirements, the Senior Functional Analyst may be entrusted with management responsibilities—whether coordinating a team or managing a project. This role operates within an Advanced Technical Context and requires proven proficiency within a complex technological ecosystem. Essential components of the role include foresight, organizational flexibility, and inter-team communication.

Project:
The Consultant will participate in a strategic project involving the re-engineering of a monolithic application into a microservices-based architecture, the integration of modules developed outside the ICT department, and the development of new features. This application covers debt management, payment allocation, debtor tracking, management of debt recovery actions, document generation, and data exchange with external partners (banks, etc.). The analyst will work on topics related to: debtor and debt management; workload distribution; user interfaces; and partner interactions.
