Leads and supervises crews maintaining and repairing water-distribution systems under the LOGCAP V / V2X Public Works Program. Oversees maintenance of mains, hydrants, valves, and service lines; coordinates leak detection, flushing, and chlorination operations. Ensures compliance with DPW, EPA, and TB MED 577 standards and enforces trenching and confined-space safety. Prepares work schedules, conducts inspections, and provides technical guidance to crew members.

Correctly and efficiently completes installation, modification and repairs of various potable and non-potable water distribution and storm drain collection systems and equipment, e.g., replaces defective pipes, fittings, fire hydrants, and valves

Properly measures, fabricates and installs odd size adjoining parts and/or improvises installations when blueprints and sketches do not provide sufficient information.

Properly uses, maintains, and accounts for all types of hand and/or power tools as required, to accomplish assigned duties

Skill in the use of any of the accepted trade methods and techniques, and installing any combinations of couplings, repair clamps, transition couplings, and joints need for proper operation of the
-
Assemble pipe sections and fittings using couplings, clamps, screws, bolts, cement, plastic solvent, and thrust blocks.

Fill pipes with water or air and observe pressure gauges to detect and locate leaks.

Measure, cut, thread, and connect to required angles, using hand and power tools or machines such as pipe cutters and pipe-threading machines

Install pipe assemblies, fittings, valves using hand and power tools.

Be able to perform on call duties after normal duty hours and on weekends and holidays

Qualifications:
- Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

High school diploma or equivalent
-
Journeyman-level experience in water distribution or utilities systems
-
Demonstrated supervisory or crew leadership experience

Strong knowledge of potable water infrastructure
-
Ability to read construction drawings and system schematics

Valid driver’s license

Experience:

10 + years of plumbing experience

Certificates:
-
OSHA 30 Construction or General Industry (required within 90 days of hire)

Lock-Out / Tag-Out supervisor training (required within 90 days of hire)

Confined Space certification (required within 90 days of hire)
-
Trenching and excavation safety training (required within 90 days of hire)
-
First Aid / CPR (required within 90 days of hire)
-
Safe drinking water compliance training (required within 90 days of hire)

Water Distribution Operator certification (Level II or III equivalent, required)

Backflow prevention certification (or equivalent , required)

Cross-connection control certification (or equivalent, required)

Heavy equipment operation familiarity (or equivalent, required)

Working Conditions:
-
Must be capable of working in an extreme weather conditions with temperatures exceeding 85 degrees Fahrenheit.

Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 85 degrees in the summer months).

Includes some industrial production environment conditions as well.

The worker is subject to atmospheric conditions. One or more of the following conditions that affect the respiratory system of the skin: fumes, odors, dust, mists, gases, or poor ventilation.

The worker is subject to both environmental conditions. Activities occur inside and outside.

The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard about ambient noise level.

The Worker is frequently in close quarters, crawl spaces, shafts, manholes, small enclosed rooms, small sewage pipes, and other areas that could cause claustrophobia.

Physical Requirements:

Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
