Our client, a major public institution operating in a bilingual and complex IT environment, is looking for a Senior Program Manager Cloud Transition to lead a strategic multi-year modernization program.
The organization is preparing a large-scale transformation of its IT landscape towards Microsoft Azure, including the modernization of its on-premises platform and a phased migration from Oracle databases to PostgreSQL. The program involves multiple parallel streams across infrastructure, databases, applications, security and governance, with strong interaction between business stakeholders, IT leadership, architects, operations teams, procurement and external partners.
The Senior Program Manager will be responsible for the end-to-end steering, planning and delivery of the cloud transformation program.
Key responsibilities include:
Lead the overall program scope, planning, budget, quality and delivery.
Coordinate multiple workstreams covering infrastructure, databases, applications, security and governance.
Manage multidisciplinary teams composed of internal staff, external consultants and suppliers.
Ensure senior stakeholder alignment across business, IT leadership, management committees and steering committees.
Prepare clear reporting, decision files, risk follow-up and escalation materials.
Set up and monitor program governance within an existing Agile governance framework.
Collaborate closely with enterprise architects, security and operations teams to ensure technical coherence.
Support decisions around Azure landing zones, hybrid connectivity, PostgreSQL migration strategies and cloud governance.
Coordinate with procurement and legal teams on vendor contracts and public tendering processes.
Drive transition and change management, including knowledge transfer, reskilling of internal teams and sustainable operationalization after go-live.

Votre profil
You have at least 7 years of professional experiences in IT
If you are at least fluent in FR/ENG or NL/ENG it’s best
