Head of European Tech Policy
The Information Technology and Innovation Foundation (ITIF), the world’s leading think tank for science and technology policy, is seeking a senior policy professional to lead its work on European technology policy issues.
This role is for someone who is analytically rigorous, intellectually independent, and prepared to engage directly in high-profile policy debates shaping Europe’s digital economy. The successful candidate will combine strong research and writing skills with the ability to communicate persuasively to policymakers, journalists, industry leaders, and public audiences.
ITIF’s research focuses on policies that support technological progress, innovation, competitiveness, and economic growth. We are particularly interested in candidates who are willing to challenge conventional assumptions in European tech policy debates and who are comfortable making evidence-based arguments against policies that unnecessarily restrict innovation, undermine competitiveness, or promote protectionism under the guise of digital sovereignty.
The ideal candidate will have deep familiarity with European debates around AI regulation, data governance, platform regulation, competition policy, cybersecurity, industrial policy, and online content regulation. They should also understand the broader geopolitical and economic implications of Europe’s digital policy choices.
This position will be based in Brussels and will be hired on a renewable one-year term. The salary range for this position will be €85,000 to €100,000, depending on experience. In addition, ITIF will offer additional healthcare benefits and pension contributions up to 2.85% of the annual salary.
Essential Responsibilities:
- Write reports, policy briefs, op-eds, consultation responses, and other research products on European digital policy issues.
- Represent ITIF in meetings, conferences, workshops, media interviews, and public debates.
- Monitor and analyze legislative and regulatory developments within EU institutions and member states.
- Build relationships with policymakers, regulators, academics, journalists, industry leaders, and other stakeholders involved in European tech policy.
- Develop and execute strategies to increase the visibility and impact of ITIF’s work in Europe.
- Contribute to ITIF events, podcasts, webinars, and multimedia content.
- Work closely with colleagues across ITIF on global technology policy initiatives.
Qualifications:
- Demonstrated expertise in European technology policy and digital regulation.
- Strong understanding of EU policymaking institutions and processes.
- Exceptional writing and analytical skills, including the ability to produce concise, persuasive, and evidence-driven policy analysis.
- Ability to communicate effectively in public settings, including media appearances, panels, and policy forums.
- Intellectual curiosity, sound judgment, and willingness to challenge prevailing narratives when supported by evidence.

- Resume (2 pages, max)
