To help Europe and Belgium achieve their energy transition ambitions, Elia is expanding its high-voltage grid, both onshore and offshore. In this context, Elia is looking for a PMO Team Lead to support management of the infrastructure projects to be implemented.
Job description
You will lead the PMO department in the Large Projects division. In this position, you will report directly to the Head of Large Projects and combine two roles: Team Lead of the PMO team and Program Management Officer (PMO) of one or more infrastructure programmes or projects.
As the Team Lead of the PMO team, you will be responsible for expanding and developing a team of PMOs and schedule and risk management experts. You will ensure that a coherent methodology and approach are developed across the various infrastructure programmes of the Large Projects division and will work with the P²MO department to harmonise common processes and share best practices.
As a PMO responsible for the project management of one or more infrastructure programmes or projects, you will report functionally to the Program Manager (PM), who has ultimate responsibility for the infrastructure programme(s) in question. You will work with Project Leaders, Project Engineers, Technical Experts, etc. and, based on the programme’s requirements, will functionally manage a team of PMO experts.
The most important responsibilities of the PMO in this context are to:
- define, maintain and improve a programme management framework, including standards for budget, schedule and risk management, as well as reporting;
- provide support in the definition and management of baselines for scope, planning and budget and ensure coherence between the various domains;
- consolidate budget estimates and cost planning, including risk provisions, and provide insight into evolutions and trends;
- facilitate risk management, anticipate problems and agree on on any corrective actions with the team;
- facilitate schedule management by preparing a programme schedule, etc.;
- develop and manage programme reporting to management and governance bodies;
- ensure traceability between programme objectives, baselines, progress and decisions.
