A qualified candidate must possess the following:
Education: Bachelor's degree or advanced degree in child development, early childhood education, elementary or secondary education, home economics, special education, or other fields appropriate to the position.
- For positions in Youth Facilities: The education must have been in youth development, youth administration, secondary education, home economics, physical education, elementary education, special education or other fields appropriate to the position to be filled such as directly related behavioral science.

Experience:
Candidate must also possess all of the following: Minimum of 24 months experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child/youth development, which must include 12 months of demonstrated experience in managing an entire cycle of operation of a CYS facility to include budgeting, facility management, supply management, program development, program implementation, curriculum oversight, hiring selections, training and supervision of personnel.

This position will also serve as the School Liaison Officer with the following duties:
- Oversee installation CYS issues involving DoWEA school and their relationship to the local military community. Spearhead the integration of military children into the local school system.
- Intermediary between and advocate for parents/youth and school administrators. Assesses needs and serves as the focal point for gathering/disseminating information
PCS Costs
- Payment of Permanent Change of Station (PCS) costs are authorized based on a determination that a PCS move is in the Government's interest.

- If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
- If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for Early Intervention Services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI1342.12 and DoDM 1342.12.
